"At the conclusion of the first day of the meeting, the Peer Review team requested scheduling information in a format that the Griffiss team did not have readily on hand. With minimal assistance and input, Mr. Atik, working well into the morning hours, developed a new overall schedule for all open IRP sites. When the scheduling information was presented at the beginning of the second day, the overall schedule was clear to all meeting participants: there were no future questions concerning scheduling, and all major issues were resolved. This reflected positively on the Griffiss AFBCA team. Without Mr. Atik's efforts and initiative, there would have been many unanswered questions that would have mistakenly portrayed a negative impression of the overall Griffiss program's successes. During the meeting discussions, Mr. Atik's comments were timely and accurate. His exceptional technical knowledge and understanding of the Griffiss program were instrumental in the resolution of the issues."

At the end of October, a team comprised of 26 environmental experts from our headquarters and a consultant spent a week at Fairchild conducting and Environmental Compliance Assessment Management Program (ECAMP) audit. Joel [Espinoza] spent several weeks prior, one-on-one,with many of the organizations on base, preparing them for this audit. His dedication and commitment to assisting the shops paid off --Fairchild set a new standard for the most successful ECAMP within the Air Mobility Command ever with the least number of negative findings and a 25% reduction from our previous external ECAMP. The lead assessor for the consultant noted that in 10 years of conduction ECAMPs, Fairchild's environmental program is the best seen to date. The external ECAMP team also gave 2 positive findings directly attributable to Joel [Espinoza] for his "effective hazardous waste leadership" and "the best program for accumulating universal waste observed to date." No one worked harder than Joel in the weeks leading up to the ECAMP to ensure the base shined and I sincerely appreciate his efforts both day in and day out and in preparing for the ECAMP. Joel's positive attitude, communication skills, and work ethic are a valuable asset to the Environmental Flight and the base.

Hazardous Material Management Process

Paul's [DeRocker] knowledge of hazardous materials has been critical
to the success of the HMMP program, which was recently recognized as
the best in Air Mobility Command. He has consistently been willing and capable of taking on the challenge of transitioning to and maintaining an updated hazardous material management information system. As the primary customer service representative for the environmental flight's HMMP program, he provides consistent and knowledgeable assistance to customers throughout the base. The external ECAMP team also gave many kudos directly attributable to Paul for his "excellent service to hazardous material requesters" and his "enthusiasm and commitment" which ensures the success of the base's hazardous materials program.

Quality of work was outstanding. There were never any difficulties in getting regulator approvals for plans and reports and because of this the project stayed on schedule. The attention to cost control was important as it allowed us to complete additional work for the existing budget. The quality of work, cost control and FPM's ability to work with local regulators were critical in helping Roslyn ANGS to meet its Last Remedy in Place (LRIP) date of Sep 99. LRIP is a congressionally reported BRAC milestone and Roslyn was only one of four bases to meet the date in 1999. It couldn't have been done without FPM.

The GIS is now configured properly and is very useful in support of other processes (i.e. leases, transfers, EBS updates, etc.). This was evident insupport of transfers of property for the new high school and Woodstock 99.

The quality of the reports submitted was impressive. The reports generated very few comments from both internal (Air Force) and external reviewers (Regulatory agencies). FPM Group's performance on DO33 at McChord has been excellent. From a cost perspective, the entire delivery order has been at/below budget. It is nice not to have to request additional funds. From a technical standpoint, again everything is going extremely well. Documents/deliverables are to the point of submitting them as draft, and of high enough quality that they can go immediately as final. Obviously, management has went well. The delivery order is on time and on budget. POP extensions have been as a result of regulatory delays (mostly due to their heavy workload). Again, I expected quality service from FPM Group, and have not been disappointed.

Due to FPM's technical expertise and vast knowledge of Griffiss Air Force Base we were able to, not only provide a map, but also able to generate electronic files that I e-mailed to the county and the county in turn was able to incorporate the files electronically into their overall plan. This was all accomplished in less than one and a half hours. This act reflected highly on the Air Force in dealing with community members.

I have been advised by Florence Dean, of the Transit Authority Law Department, that Supreme Court Justice Frank Vaccaro has ruled favorably in the suit brought against the Authority by the Queens Borough President. Although an appeal is always possible, it is encouraging to know that we have passed this court test successfully.
