Dr. Phillips is registered as a licensed Professional Engineer in New York, New Jersey, Connecticut, Massachusetts, Pennsylvania, Alabama, Georgia, Maryland, and Texas. He earned his Doctorate degree in Environmental Engineering from Polytechnic Institute of NY and degrees in Hydrodynamics and Water Resources from M.I.T. Dr. Phillips has nearly thirty years of experience in geohydrology and environmental engineering, involving RCRA hazardous waste audits, design and treatment, ground and surface water quality analysis, water quality modeling, environmental impact assessments, 201 facilities planning, 208 areawide wastewater management, 303e basin planning, industrial waste surveys, and industrial waste treatment.
