FPM was established in 1968 with the goal of providing the highest engineering quality, innovative solutions and an unyielding dedication to servicing our clients.

The company formerly Fanning, Phillips and Molnar, has grown and developed into a full service, multi-disciplined engineering firm. Under the direction of its principals, Dr. Kevin J. Phillips, P.E., and Gary A. Molnar, P.E., a staff of highly trained professionals provide a diverse base of engineering and environmental capabilities for both government and private industry.

We are licensed Professional Engineers in New York, New Jersey, Connecticut, Pennsylvania, Maryland, Massachusetts, Virginia, West Virginia, South Carolina, Alabama, Florida, Texas and Washington.

 

 

FPM ENGINEERING GROUP, P.C. APPOINTED TOWN OF BROOKHAVEN PROFESSIONAL SERVICE PROVIDER
January, 2012 – At the Brookhaven Town Board meeting of January 5, 2012, FPM was appointed as a qualified Professional Service Provider to the Town. The resolution enables FPM to engage in contracts for individual projects and grants within the Engineering Division. Typical projects include drainage review, subdivision review, site plan review, project design, surveys, stake-out, management, and inspection.

FPM GROUP, LTD. COMPLETES AN IRA AT PLATTSBURGH AFB FOR AMEC
December, 2011 – Here are some comments from AMEC’s Project Manager:
“The field crew executed back breaking field work under extremely challenging conditions. This positive performance has been recognized by AMEC’s program management, home owners, client (Dave Farnsworth, AFCEE), AFCEE’s client (Val de la Fuente, AFRPA BRAC), as well as up Val’s chain of command.

Update on the Marcellus Shale in New York State
December 15, 2011 - Stephanie O. Davis, CPG, FPM’s Hydrogeology Department Manager, together with James Rigano, Esq. of Rigano LLC, gave a presentation to the Nassau County Bar Association on the status of the development of natural gas resources in the Marcellus Shale in New York State. The presentation was attended by about 40 practicing Nassau County attorneys who were deeply interested in the subject, judging by the lively and lengthy debates that ensued. Stephanie’s presentation was designed to provide a general understanding of the geology and natural gas properties of the Marcellus Shale, the estimated reserves (potential and recoverable), the recent advances in horizontal drilling and high-volume fracturing that have made exploitation of this resource economically feasible, and some of the potential environmental concerns. Specific concerns covered included potential contamination of groundwater aquifers, frac water source issues, and wastewater management and disposal issues. Mr. Rigano’s portion of the presentation covered the current status of New York State’s Draft Supplemental GEIS for high-volume fracturing operations and horizontal well drilling, and New York’s draft regulations for the development of the Marcellus Shale. FPM is tracking the progress of Marcellus Shale development in New York State; this emerging market looks promising for many of the services that FPM provides to existing clients.

HYDROFRACKING IN NEW YORK STATE
December, 2011 – FPM’s Hydrogeology Department Manager, Stephanie Davis, together with James Rigano, Esq., presented a two-hour seminar to the Nassau County Bar Association covering the technical, regulatory, and legal issues associated with the emerging topic of Marcellus Shale hydrofracking in New York State. NCBA CLE Director, Barbara E. Kraut, commented afterwards: “Hydrofracking in New York State was a hit! Much pertinent, timely and practical information was shared. It was a treat for the attendees to be enlightened by such an outstanding panel. On behalf of the Nassau Academy of Law, thank you for your role in the success of the program and for keeping the Long Island legal community up-to-date in this evolving area of law.”

ED LONGENBERGER EARNS ARCHITECTURAL ENGINEERING DEGREE
December, 2011 – Ed Longenberger of FPM’s Facilities Department received an Architectural Engineering degree last week. Ed has been juggling working full time at FPM, taking a full class load in pursuit of this degree, and is the Dad of 3 small children. We’ve been making good use of Ed’s growing knowledge and experience, and look forward to his continued contributions to FPM.

RETIREMENT ANNOUNCEMENT
December, 2011 – Eileen Maida, of FPM's Accounts Payable Department, will be retiring from FPM at the end of the year. During her 15 years at FPM’s Headquarters in Ronkonkoma, Eileen has been in charge of paying FPM’s invoices, processing employee expenses, and reconciling credit card and insurance issues. Eileen’s experience and dedication made her a valuable asset to FPM’s front office, she will surely be missed. We wish Eileen all the best in her retirement.

GSA CONTRACT EXTENSION
October, 2011 – FPM Group, Ltd.’s GSA contract for Environmental Services has been extended through 2015. Under GSA Contract GS10F0006L, FPM will continue to provide services under SIN 899-1 Environmental Planning Services and Documentation, SIN 899-7 Geographic Information Systems (GIS), and SIN 899-8 Remediation.

BROWNFIELD REMEDIATION PROGRAM NEARING COMPLETION AT THE TOWN OF HUNTINGTON’S VETERAN’S NATURE STUDY AREA
October, 2011 – FPM Engineering Group, P.C. is nearing completion of engineering services for a Brownfield Remediation Program at the Town of Huntington’s Veteran’s Nature Study Area (VNSA). This site included an historic three-acre landfill, which was removed during the remedial project, enabling the restoration of the VNSA to park use. This work was overseen by the New York State Department of Environmental Conservation.

ONGOING SERVICES FOR THE CITY OF TULARE, CALIFORNIA
Since 2002, the City of Tulare has contracted FPM to perform groundwater monitoring and provide compliance sampling and reporting services for the 32 monitoring wells located in and downgradient of the City of Tulare Wastewater Treatment Plant. On a quarterly schedule, the water levels in the wells are measured, the wells are purged using the dedicated pumps, and samples are retained for laboratory analysis of the full range of Title 22 constituents, including radioactivity and perchlorate for 5 of the monitoring wells. A quarterly report with analytical data interpretation and a water table map is prepared.

NEW NYS PARKS DEPARTMENT TASK ORDER
October, 2011 – Under our New York State Office of Parks, Recreation and Historic Preservation contract for A/E Design Services for the Long Island State Park Region, FPM is providing Pre-Engineering Tasks involving surveying, concrete testing, and underwater exploration to better evaluate design options for repairing/replacing the 100 year old historic Connetquot River Dam.

FPM GROUP TO WORK WITH THE UNITED STATES ARMY GARRISON, WEST POINT ON ENVIRONMENTAL ASSESSMENT
September, 2011 – FPM Group, Ltd. has been selected by the US Army Garrison, West Point, NY to perform an Environmental Assessment for the Mine Lake Dam Rehabilitation project at West Point, NY. This project was awarded via FPM Group, Ltd’s GSA contract. This assessment will outline the Proposed Action and Alternatives and Environmental Impact involved in the rehabilitation of the Mine Lake Dam.

SSDS DESIGN FOR WERFEL & ASSOCIATES
September, 2011 – FPM Group, Ltd. was retained by Werfel & Associates, Architects PC to design a Methane Mitigation System for a facility located at 3 Corporate Drive in Peekskill, New York. FPM designed a sub-slab depressurization system (SSDS) for the building consisting of a horizontal well system to mitigate methane intrusion into the building.

FPM GROUP PARTNERS WITH TETRA TECH TO PERFORM REMEDIATION SERVICES AT EDWARDS AFB, CA
September, 2011 – FPM Group, Ltd. in partnership with Tetra Tech, Inc. has been selected by the Air Force Center for Engineering and the Environment (AFCEE) to provide Remedial Action-Operations at various sites at Edwards AFB, California. FPM Group, Ltd. will coordinate with Tetra Tech on the installation of Injection and Monitoring Wells, Baseline Sampling and Monitoring and Implementation and Annual Remedial Action reporting.

NEW HIRE - HYDROGEOLOGY DEPARTMENT
September, 2011 – FPM's Hydrogeology Department recently hired George Holmes, a hydrogeologist and civil engineer. His professional experience includes landfill monitoring, groundwater and soil investigations, and remediation projects – he is a welcome addition to our project teams!

TOM DORISKI, CPG, RECEIVES USACE CQMC CERTIFICATE
August, 2011 – FPM Geologist, Tom Doriski, received a USACE Construction Quality Management for Contractors certificate. One of FPM’s biggest clients is the USACE and every Corps construction contract stipulates that the contractor’s quality control representative is required to have this training. The training identifies responsibilities of all parties which enhances effective communication through all construction phases.

FPM ENGINEERING GROUP, P.C. AWARDED TOWN OF ISLIP PROJECT
April, 2011 – FPM Engineering Group, P.C. was awarded a contract to perform Engineering Services to the Town of Islip’s Islip Resource Recovery Agency (IRRA). FPM providing services required for the preparation and submission of Semi-Annual and Annual Title V Compliance Certification Reports and the Annual Emission Statement as required by the NYSDEC and USEPA for the IRRA's Blydenburgh Road Landfill Complex. The estimated completion of the contract is January 2015.

NYC OFFICE OF ENVIRONMENTAL REMEDIATION SELECTS FPM GROUP AS A QUALIFIED VENDOR
June, 2010 – FPM Group, Ltd. has been selected by the New York City Office of Environmental Remediation (NYC OER) as a Qualified Vendor of environmental and engineering consulting services for environmental investigations and remediation of Local Brownfield Cleanup Program and E-designated sites in New York City. Clients who select FPM for these services are eligible for grants under the NYC Brownfield Incentive Grant (BIG) Program. The BIG grants reimburse a wide variety of costs, including Phase I ESAs, Phase II investigations, laboratory testing, work plans, reports, soil removal/disposal, and site caps. learn more

Spring, 2009– FPM Group, Ltd., will be exhibiting our geophysical grave location services (Booth #408) at the 2009 ICCFA Exhibition and Convention in Las Vegas, NV April 20 – 23 in support of our forensic/archaeological geophysical services. FPM will also be exhibiting at the 2009 North American Chevra Kadisha and Jewish Cemetery Conference (by special request) in Berkeley, CA June 7 – 9 during which FPM employee Elizabeth Agin will be presenting “Geophysical Investigations for Locating Unmarked Graves.”

NYC GREEN CODES TASK FORCE
July 14, 2008- Dr. Kevin J. Phillips, P.E., has been invited to join the NYC Green Codes Task Force as a member of the Climate Adaptation Technical Committee. The Task Force, which was formed at the request of Mayor Michael Bloomberg and City Council Speaker Christine Quinn, will recommend changes to “green” the laws and regulations that govern NYC construction. Specifically, the Climate Adaptation Technical Committee will generate recommendations based on the field-specific expertise of their members. “With New York City reissuing their building codes, this is an exciting time. FPM Group is proud to participate in the greening of New York City Codes and is happy to volunteer its time,” says Dr. Phillips.

FPM GROUP RECEIVES $5 MILLION U.S. POSTAL SERVICE CONTRACT
June 1, 2008- FPM Group has been awarded a contract with the United States Postal Service to provide environmental services, construction cost and design services, and support services for the New York Metro area, which encompasses Northern and Central New Jersey, New York City and the surrounding counties. The area covered will also include Puerto Rico and the Virgin Islands. Contract duration is 2 years, with (3) one-year renewal options.

FPM PRESENTED AT THE 2008 ICCFA CONVENTION
March, 2008 - FPM's Elizabeth Agin presented "CSI: Locating Unmarked Graves" at the ICCFA Convention in San Diego, CA. Ms. Agin discussed technology used for identifying unmarked graves such as Global Positioning Systems (GPS), Geographic Information Systems (GIS) and 3-D Ground Penetrating Radar (GPR).

March, 2008 - FPM's Jason Fortier presented "GIS Enterprise Solutions - Lessons Learned" at the Environment, Safety, and Occupational Health Training Symposium in Reno, Nevada.

REMEDIATION COMPLETED AT NYS BROWNFIELD CLEANUP PROGRAM SITE
November, 2007 - FPM Group has just completed a remediation project for Tiago Holdings, LLC at their East River Plaza project in Harlem, New York. This $15 million remediation project was conducted under the NYS Brownfield Cleanup Program (BCP) in conjunction with redevelopment activities. The remedial work documentation has been submitted to the NYSDEC and a Certificate of Completion, which paves the way for substantial tax credits, is scheduled to be issued in late 2007. FPM continues to provide environmental oversight services during the construction phase of this project.

November 2, 2007 – Co-hosted by the Environmental Business Association of NY, SUNY Center for Brownfield Studies and Sustainable Long Island, FPM Group was one of a group of sponsors for this event held in Rochester, NY.  A team of key NYSDEC personnel and experienced environmental professionals provided practical advice and tips on navigating the Brownfield Cleanup Program.

October 16, 2007 - The attacks on the World Trade Center and their impact on the New York City Transit system was the subject of a presentation by Dr. Kevin J. Phillips, CEO of FPM Group at AFCEE headquarters in San Antonio, Texas. “The Rebuilding of Ground Zero”, a presentation narrated by Dr. Phillips, documents the history and brutal attacks of September 11, 2001, and the destruction, cleanup, planning and commencement of rebuilding the site.

NYS VOLUNTARY CLEANUP PROGRAM REMEDIATION SYSTEM ONLINE
August, 2007 - FPM Group has designed and is now operating a multi-depth air sparge/soil vapor extraction (AS/SVE) system at the 90-30 Metropolitan Avenue site in Queens, New York, a NYS Voluntary Cleanup Program (VCP)site. FPM provided conceptual engineering design, pilot testing, construction oversight, and system OM&M for a three-level AS/two-level SVE remediation system for a chlorinated solvent plume. Remedial documents are in preparation for the NYSDEC’s Certificate of Completion for this remedial project.

June 11, 2007 – The subject of climate change in NYC was the topic at the Municipal Art Society Program in New York City. Dr. Kevin J. Phillips, P.E., CEO of FPM Group, was included as a panelist, discussing Groundwater Impacts to City Infrastructure Due to a Rise in Sea Level.

CONTRACT EXTENDED WITH NEW YORK CITY TRANSIT AUTHORITY
January 26, 2007 – FPM Group has received a two-year contract extension from the New York City Transit Authority for Environmental Engineering/Hydrology services for various projects in the Authority’s Capital Program. FPM Group will provide consulting services including hydrological, water and other environmental impact issues, including studies, assessments and reports for the Capital Program which include projects such as: Invert Stabilizations, Dewatering Projects, Drainage Studies, Car and Bus Washer Design, Water Supply Studies, and Oil Spill Studies.

FPM GROUP TO PROVIDE A/E SUPPORT TO STONY BROOK UNIVERSITY HOSPITAL
January 2, 2007 - FPM Group has been chosen by Stony Brook University Hospital to provide Architect and Engineering services for the installation of two mobile O.R. trailers. FPM Group will develop and provide design documents for the civil, site and structural elements and modifications necessary to support the installation of two mobile O.R. trailers, including field verification, site layout, and modifications to support this installation

CONTRACT WITH CITY OF TULARE EXTENDED
September 7, 2006 - City of Tulare Public Works Director Nelson reported that the Board of Public Utilities Commissioners awarded a contract to FPM Group on June 6, 2002 to sample and analyze the groundwater monitoring wells around the wastewater treatment plant once per quarter for a range of chemicals. Mr. Nelson stated that the Regional Water Quality Control Board required one year of quarterly analysis for additional chemicals in their most recent discharge permit, and FPM Group was awarded a contract in December 2002 to perform the additional work at a negotiated cost increase, and also approved a contract extension in 2005.

NEW HAZARDOUS WASTE MANIFEST FORM - NATIONWIDE HAZARDOUS WASTE SHIPPING AFFECTED
September 5, 2006 - New federal hazardous waste manifest forms are required by the US Environmental Protection Agency (EPA) for shipping hazardous waste nationwide. This new regulation has been adopted by the New York State Department of Environmental Conservation (NYSDEC) also. Your hazardous waste vendor should be aware of this change and using these new forms as of September 5, 2006.

June 28, 2006 – FPM Group was awarded a contract for $1,227,404 from the U.S. Army Corps of Engineers (USACE), Baltimore District for the Military Munitions Response Program (MMRP) Site Inspections at MMRP-eligible sites at U.S. Army Installations in the Western Region.

June 28, 2006 – FPM Group was awarded a contract for $1,166,614 from the U.S. Army Corps of Engineers (USACE), Baltimore District for the Military Munitions Response Program (MMRP) Site Inspections at MMRP-eligible sites at U.S. Army installations in the Central Region

CONTRACT WITH DORMITORY AUTHORITY OF THE STATE OF NEW YORK AWARDED TO FPM GROUP
February 1, 2006 – FPM has entered into a two-year term contract with the Dormitory Authority of the State of New York (DASNY) to provide Architectural, Engineering, and Construction Support Services for construction and rehabilitation work at various sites in the State of New York.

CONTRACT WITH UNITED STATES POSTAL SERVICE - NY METRO AREA AWARDED TO FPM GROUP
June 28, 2004 – FPM Group has been awarded a one year indefinite quantity A/E contract with a four year option from the United States Postal Service, totaling $5,000,000. Contract covers the NY Metropolitan area.

May 17, 2004 – FPM Group has been awarded a one year indefinite quantity Architect/Engineering contract with a four year option from the United States Postal Service, totaling $5 Million, covering the New York City and Long Island Area.

FPM GROUP AWARDED CONTRACT WITH U.S. COAST GUARD
January 30, 2004 – FPM Group has been awarded an Indefinite Delivery, Indefinite Quantity contract with the United States Coast Guard First District, to provide professional Architect/Engineering Services.

FPM AWARDED $1.1 - $2.75 BILLION CONTRACT WITH THE AIR FORCE CENTER FOR ENVIRONMENTAL EXCELLENCE (AFCEE)
January 23, 2003 – FPM Group has been awarded a five-year, $1.1 Billion indefinite delivery, indefinite quantity contract, participating with 27 other contractors with the Air Force Center for Environmental Excellence (AFCEE).
